I don't think this has anything to do with types of people.  You might say that there are twelve types of people and that only Geminis and Aquarians really understand the logic of the NBN.  It would be equally valid.

If there are types of people that see the logic of the NBN it would be people that understand the technology and have experience with it.  Of the people who don't understand the technology they either believe someone they know who does understand the technology or they believe someone who holds the same political beliefs or they just don't care and just go along with whatever or they think the business case is more important than the technology.  But it's about experience and understanding as much as "type" whatever that may mean.
