It varies state to state, and in some places even county to county, but as
far as I'm aware nowhere is quite as high as that.

Most states are in the 4-8% range, although some are less (including several
that don't charge sales tax), and some even higher.

For example, California is technically 8.25%, although the state has imposed
an additional 1% temporary tax (due to expire middle of the year, although
I'll believe it when I see it!) so it's actually 9.25%. However 2 suburbs
over from here there's an additional county tax of 0.5%, so the rate is
actually 9.75%.
