It's a pretty common concept. Wikipedia has a good discussion. Like
justice, it's an ideal rather than a state that can practically be
obtained. I tend to the broader version, as I allow that the rule of law
does not consist of blind unthinking obedience to the letter of the law,
but rather the good-willed attempt to seek and apply the intent of laws;
also that the rule of law is not confined within the borders of a
nation.
