Red rag to bull?

The PC'er would very likely claim that he doesn't have any 
responsibilities relating to terms of contract.

And even ACCC does its level best to utter bureaucratic documents and 
then stay out of the way.

Further, the PC'er has very limited power to enforce anything.

And, even where he has, the *last* thing he wants to do is enforce 
*anything* against a valued member of corporate society.
