The obverse of my "Information Systems are far too important to be left 
to IT specialists." observation is:

IT is too complex to be managed by managerial or bureaucratic diktat.
Unfortunately bureaucrats rarely see the difference between IT and IS.

If it's any help, IMHO, that's what information system architects should 
do - act as the bridge between the business and technology.
Unfortunately most architects don't agree with me - they think its all 
about solutions, I think its all about problems.
