It should certainly be possible to use the VoIP port on the router, even though the VoIP service and basic internet access are provided by different ISPs.  Only one box should be required.

That's exactly what I've set up at Annandale.  It took a little research because most people just plug the dongle directly into a USB port on their computer, which uses different 3G network-configuration variables. I was surprised to find a 3G dongle uses the same Hayes AT-commands as an old dial-up modem from long ago.
