Interesting.  But in the second sentence, they are still guaranteeing the site follows NSW government responsibilities.  The first sentence is problematical.  What do they mean by links?  

Allowing other parties to do pixel tracking, or any tracking (google analytics, I'm looking at you), does not appear to be consistent with the second sentence or their own guidelines.
