Thanks, I had forgotten PICS. Roger Clarke wrote an overview of it in

The politics of PICS is discussed, at length, in Peter Chen's 2000

Apparently, I welcomed its use:

"Rather than pushing for a criminal law regime to deal with on-line 
content issues, the ABA recommends a self-regulatory framework (as
